There seems to be a bug (not sure how long it could have been there as I don't frequently use this feature) where the Ctrl+Alt+Break keyboard shortcut is not functioning to toggle between windowed and full-screen view of a VNC session. The shortcut does function properly when connected using a RDP or Hyper-V session. I haven't extensively tested it but have reproduced it connected to a couple of Windows servers and workstations using the UltraVNC server and also one of our Sharp copy machines (using whatever integrated VNC servers it uses).
