It appears that ViewerX and ServerX fail to validate passwords if connected through an UltraVNC repeater. I haven't found any posts in the UltraVNC or S-Code forums that indicate whether this behavior is expected. Is it technically possible to validate passwords when connected through a repeater?

This behaviour is by design of Repeater component. There is no way to validate passwords when connecting through UltraVNC Repeater.
